Technology will drive American commerce and jobs in the 21st century. Unfortunately, inadequate broadband access means rural and impoverished urban areas are in danger of being left behind. Because these areas do not have upgraded Internet access, few modern businesses will remain or relocate there.

Many policy leaders, including President Obama, have said that if the United States is to promote innovation and competitiveness in a global economy, we must make an effort to ensure citizens and business in these "underserved" areas have access to broadband. Moreover, a recent report by a nonpartisan think tank found that a $10 million investment in broadband would produce a half million new jobs.

Kendrick has introduced legislation that would establish a tax credit for service providers to extend broadband service to underserved areas. The bill would help bring up-to-date Internet service to homes, schools, libraries and hospitals, ensuring that all Americans have an equal opportunity to succeed.
